JOB DESCRIPTION:
The Department of Waste Resources has an opportunity for an Organics Composting Specialist (Waste Management Program Coordinator) in Moreno Valley. The incumbent will oversee and direct the work of supervisors and employees in the Department's landfills, waste recycling programs, organics composting program, and grinding facility. The selected candidate will primarily be responsible for developing and implementing the pilot organics composting program, which includes researching applicable laws and regulations, analyzing data, communicating with outside organizations, and applying for grants related to this program. In addition, the Organics Composting Specialist will create and update program policies and procedures and ensure that staff adhere to guidelines. The most competitive candidates will have strong supervisory experience in a waste management setting, and demonstrated knowledge of organics composting.
EXAMPLES OF ESSENTIAL DUTIES:
Plans, organizes, coordinates, and directs the organics composting program; drafts policies, procedures, and program specifications; researches and applies for grants related to the program. Establishes work load priorities and reviews work of subordinates for quality in accordance with the standards and achievement of goals and objectives of the department. Participates in the analysis of proposed or existing legislation to determine the potential or actual impact on department programs and ensures program compliance with regulations. Meets with staff of other departments and agencies to exchange or clarify information used in developing and implementing assigned program. Coordinates with other sections and facilitates the flow of information on projects involving multiple sections. Prepares cost analyses and compiles data regarding section work loads, staffing levels, and priorities relating to the department's program budget; monitors program or project budget expenditures, and prepares progress reports and financial statements. Prepares Board memos, reports, analyses, media packages, guidelines and correspondence. Makes program presentations at meetings, and coordinates participation with community groups; responds to difficult public relations problems, investigates complaints or problems, and recommends resolutions. Assists in the selection of staff, and trains subordinates in waste management principles, technical and operational procedures, and departmental policy.

RECRUITING GUIDELINES:
Education: Graduation from an accredited college or university with a Bachelor's degree in business or public administration, planning, environmental sciences, engineering or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.) License: Possession of a valid California Driver's License is required at the time of employment. This position requires occasional driving to various locations throughout Riverside County. Physical Requirements: The Waste Management Program Coordinator will frequently walk/stand outdoors on uneven ground and may be exposed to inclement weather and landfill odors.
