The City of Fort Worth is seeking to hire a Material Management Planner for the Code Compliance Department, Solid Waste Division. The Material Management Planner is responsible for advancing – either by coordinating the sales, marketing, promotion and technical assistance of program(s) implementation, analytical evaluation and/or education - the diversion of typical commercial materials (single-stream, construction and demolition, food/organic recycling) from the Industrial, Commercial and Institutional as well as the residential (single family and multi-family) sectors away from the City’s landfill. The City’s Material Management Program key focus is the preservation of landfill capacity and the extension of the life of the site through sustainable waste and resource management: through waste minimization, reuse, recycling, composting, or other diversion methods.
The position is responsible for assisting the City, local businesses and institutions, and residents in establishing adequate levels of sustainable waste management, diversion services and recycling programs, while providing them with information on waste reduction, reuse, resource recovery/recycling and waste disposal.
The Material Management Planner is also responsible for assisting in the implementation of the City’s 20-Year Comprehensive Solid Waste Management Plan, and helping carry out its 130+ individual action items by supporting research, design, training, and application to appropriate grants.
The Material Management Planner will reside within the Planning Section of the Solid Waste Services Division and will report to that section’s Sr. Planner. Regular work schedule is a 40-hour week from Monday through Friday. Must be able to work nights and weekends if or when needed.
Identifies and recruits businesses during all lifecycles - from the development phase to established businesses – to participate in the City’s material management program and implementation of their on-site services.
Promotes City’s policies and ordinances, suggests changes or additions to customers’ site plans and necessary service levels.
Researches, analyzes and designs customized material management plans and assist with their implementation.
Provides on-going customer service by responding to questions and providing information on inquiries about the provision of service and diversion alternatives.
Assesses and evaluates material management plans, conduct audits and technical trainings.
Provides on-site waste assessments to determine the waste minimization techniques for participating businesses.
Conducts waste reduction workshops; provides expertise to businesses on minimization and waste reduction techniques.
Assists the Chambers of Commerce environmental groups and business organizations in general to advance their waste reduction and resource recovery efforts.
Assists the Economic and Development Department in identifying and attracting waste diversion, recycling, and composting businesses to Fort Worth.
Assists the Planning & Development Department with new development plan review and recommendation.
Develops database of food residual generators and processors.
Provides technical assistance with C&D material recovery and disposal during the construction and demolition of structures.
Researches, applies for, coordinates, and administers grants, to help implement selected sustainability activities and/or programs.
The ideal candidate will have strong knowledge and skills in:
The sustainable materials management, solid waste, recycling and composting industry practices.
Sales and marketing principles, techniques and activities related to account development and enhancement.
Principles and practices of plan development and assessment, and the interpretation of projected shifts in development activities and community composition.
Knowledge of commodities pricing, the bidding of commercial collection services, service delivery systems, and recycling market opportunities.
Sales and marketing activities related to account development and enhancement, while developing waste diversion program proposals that demonstrate financial benefits of implementing materials management programs.
Proactive customer service actions to influence changes between several involved parties (commercial businesses and service providers) and across diverse team members (lower level staff up to executive level management).
Conducting research, compiling data, analyzing results, and preparing reports.
Communicating clearly and effectively, both orally and in writing.
Reading and interpretation of development site plans and construction drawings.
Establishing and maintaining effective working relationships.
A combination of education and experience sufficient to perform the essential duties of the position. Typically candidates will have a B.S. or B.A. in the following or related fields: Urban Planning, Environmental Science; Biology; Earth Sciences; Marketing; or Business and two-years of experience in the solid waste, recycling, composting or related industry. Experience with sales and marketing; and researching, submitting and/or administering grants preferred.
