We are a successful mid-range regional operation seeking an experienced Executive Director to lead our organization to new levels of organizational performance. The successful candidate will be responsible for overseeing all operational aspects of our organization, ensuring that we are operating efficiently and effectively, comply with all statutory requirements, and meet Authority’s goals. In this role, you will be the face of our company, working closely with the Board of Directors, government officials and the public. You will ensure that staff and employees are aligned with the Authority’s mission and vision and that we are working together to successfully achieve strategic objectives. The executive director reports to and works at the will and pleasure of a volunteer board of directors (Board). Duties entail professional administrative responsibilities in planning, directing, coordinating and promoting all activities and functions relating to the efficient performance of the Tucker County Solid Waste Authority (Authority).
Responsibilities of the executive director position extends to the day to day operation of the Authority, including but not limited to, addressing inquiries and resolving complaints, preparing and administering the fiscal budget approved by the Board, plan, implement and review educational and research projects, coordinate and oversee county cleanup projects, prepare and submit for approval all updates and amendments to the comprehensive litter and solid waste control plan and commercial solid waste facility plan, perform various other duties to assist complying with the statutory and regulatory responsibilities of the Authority. The employee shall actively participate in solid waste conferences, training workshops and other functions authorized by the Board. The performance of the employee shall be evaluated at least annually by the Board.
Responsible for day-to-day site operations in accordance with established policies, procedures, and regulatory requirements. Directly and regularly supervise employees. Duties includes planning, assigning, directing, evaluating, and reviewing work of subordinate employees. Responsibilities include providing on-the-job training, evaluating job performance, status changes, and discipline.
Responsible for working with engineering firms, legal firms, and other professional service firms to plan for landfill expansions, capping, and other landfill and Authority issues.
Coordinate purchasing of commodities and services in accordance with purchasing practices set forth in the bylaws adopted by the Board.
Prepare written specifications and bid documents for Board approval.
Knowledge of all types of equipment and capabilities, as well as maintenance requirements of the equipment utilized in solid waste disposal operations.
Stay abreast of current federal, state, county and local laws, rules and ordinances.
Supply residents’, businesses’ and local government entities with information on proper solid waste management and provide technical assistance.
In strict conformance with WV Code § 6-9A “Open Governmental Proceedings Act” properly advertise, schedule and keep accurate minutes of the Authority’s board meetings thereby preserving the public record.
Serve as custodian of the Authority’s public record and upon request disseminate information in strict accordance with WV Code § 29B-1 “Freedom of Information Act”.
Prepare and administer the Authority’s comprehensive litter and solid waste control plan, the commercial solid waste facility siting plan and the grant program in accordance with WV Code § 22C-4 and WV Code Rules § 54 CSR 3, 4, and 5.
Make procedural and operational recommendations to the Board of Directors.
Advise the Authority regarding office functions, including bookkeeping, budgeting, purchasing and other duties as may be required for effective and efficient performance.
Update, maintain and abide by the Authority’s bylaws, policy and procedure manuals, safety program, Employee Handbook, etc.
Assist new volunteer board of directors by providing them verbal and written information on WV Code § 22C-4, and other pertinent federal, state, county and local laws, rules and ordinances regarding the responsibilities of the Authority.
Coordinate, oversee or participate in all integrated solid management practices and projects on behalf of the Authority.
Coordinate and participate in Authority sponsored community outreach and education.
Perform other duties as assigned by the Board.
Bachelor of Science Degree in solid waste management, conservation, environmental protection, natural resources, or related experience.
Solid Waste Association of North America (SWANA) Manager of Landfill Operations certification or the ability to acquire certification.
Knowledge of sound business and office procedures.
Personal computer skills including utilization of software packages and the ability to perform research.
Good written and verbal communication skills including public speaking.
