North Texas Municipal Water District is seeking a Deputy Director (Engineering & CIP) to lead and manage a construction program that will exceed $500,000,000 annually over the next 4 years. The successful candidate will be results driven, team oriented and capable of leading a large team of high achievers across all areas of Engineering and Construction Management and will play a pivotal role in ensuring the timely completion of all projects.
Major responsibilities include:
Oversees all aspects of the Engineering and CIP Divisions to ensure the efficient operation of each department and the organization in whole.
Implement project management practices and procedures on time to achieve cost and schedule goals.
Assists the Executive Director / General Manager in the development of strategic plans to support the organization's goals and objectives.
Build and foster collaborative relationships with all departments within the organization.
Identify opportunities to support organizational initiatives and recommend the development of programs to promote these activities.
Provide leadership and management to ensure that the mission and core values of NTMWD are practiced.
Act as a change agent constantly looking for improvements and progress within and outside the engineering teams and processes.
Must have strong understanding of engineering concepts and project management, ideally in the area of Public Utilities.
Ability to manage changes throughout reporting departments.
Ability to apply sound administrative and financial management practices.
Ability to speak effectively before audiences.
Ability to work effectively with Board of Directors through the Executive Director with an eye towards political sensitivity.
Well-rounded knowledge of all facets of water resources development, water treatment and transmission, wastewater treatment and conveyance, solid waste management, as well as exposure to political/legislative activities.
Must possess the ability to identify and resolve problems in a timely manner and gather and analyze information skillfully.
Must possess the ability to delegate work assignments, give authority to work independently, set expectations and monitor delegated activities.
Bachelor degree required.
Master degree, professional engineer certified and/or a certified Project Manager preferred.
Extensive background in management practices and organizational behavior.

The North Texas Municipal Water District ("NTMWD" or "the District") is a conservation and reclamation district and political subdivision of the State of Texas, created and functioning under Article XVI, Section 59, of the Texas Constitution, pursuant to Chapter 62, Acts of 1951, 52nd Legislature of Texas, Regular Session, as amended (the ACT). An amendment to the NTMWD’s creating ACT by the legislature in 1975, Section 27, authorizes the NTMWD to acquire, treat, and distribute potable water, and to collect, treat and dispose of wastes, both liquid and solid, in order to reduce pollution, conserve and develop the natural resources of Texas.
