Small but dynamic landfill looking for manager to oversee all aspects of operations including employees, equipment, and regulatory compliance. Reports to the Mahaska County Solid Waste Management Commission.
Essential Duties and Responsibilities
Duties and responsibilities are not to be construed as exclusive or all-inclusive. Other duties may be assigned as required.
Prepares recommended annual budget and five year capital improvement plan to present to the Commission. The capital improvement plan will include both equipment and site (e.g., cell development and closure, leachate management, etc.). Monitors and manages approved budget and capital improvement plan.
Presents a thorough monthly report at Commission meetings that includes project progress, notable events, challenges, and any pertinent updates on employees and equipment.
Is the lead on management and human resource activities related to landfill employees, including, but not limited to, hiring, setting schedules, disciplinary matters, conducting evaluations (annually at a minimum), and encouraging employee development.
Coordinates bidding and RFP processes for landfill equipment, services, and materials.
Manages agreements for the acceptance of special materials including negotiation of financial rates.
Directs and, as needed, performs facilities management including, but not limited to, grass mowing, snow removal, road maintenance, and general housekeeping and overall site management
Supervises completion of all required testing and monitoring as required by the Iowa Department of Natural Resources and ensures compliance with Iowa DNR regulations in landfill operations
Is able to perform subordinate duties as needed, including operating heavy equipment and operating scale
Participates in continuing education to facilitate ongoing growth in his/her technical and management skills
Facilitates long-term strategic planning involving the Commission.
Able to communicate effectively and proactively with landfill stakeholders – the Commission, landfill staff, community members, customers, vendors, DNR representatives – in person and in writing
Has technology proficiency, including being able to use Microsoft Office programs such as Word, Excel, and PowerPoint, and also is able to operate a scale program
Has working knowledge of heavy equipment including being able to handle bidding for new equipment, develop and oversee preventative maintenance schedules, monitor replacement schedules, and operate equipment if needed.
Education and Experience
Must possess a high school diploma or equivalent, college degree preferred. Must obtain a Landfill Operators Certification that meets Iowa DNR requirements within 12 months of employment. Must possess and maintain a valid driver’s license, CDL is preferred.
Prefer a minimum of seven years of experience in landfill operations or equivalent combination of education and experience.
