This role is a key leadership position within the Transfer & Landfill Operations Branch and responsible for overseeing a variety of programs and projects to help achieve the City’s goals for Zero Waste. This position has a focus on health, safety and the environment, and key areas of work include ensuring compliance with environmental regulations, overseeing disposal and recycling programs at the City's transfer station and landfill, and providing technical support to the Branch occupational health and safety committee. Duties include liaising with technical, management and administrative staff on system analysis, optimization, and performance monitoring; developing and managing consulting projects, contracts and procurement processes; leading or liaising with stakeholders on initiatives that relate to branch operations, programs and policies; and supervising related staff.
This position reports to the Branch Manager, Transfer & Landfill Operations and works closely with the Branch management team. Other key stakeholders include senior Engineering Services Staff, other City branches and departments, including Supply Chain Management, Finance and Legal Services, Real Estate and Facilities Management, etc., as well as the Ministry of Environment and Climate Change Strategy, Metro Vancouver, City of Delta and other external stakeholders.

Specific Duties and Responsibilities
Provide formal supervision, including performance management, leadership, direction, and guidance to 2-3 staff (junior engineers, engineering assistants, summer students), including assigning responsibilities, prioritizing and reviewing work, and coaching and mentoring
Manage professional services contracts, construction contracts and complex multi-stakeholder projects
Oversee the Landfill’s water quality monitoring program, including preparation of reports, memos and electronic communications to the Ministry of Environment and Climate Change Strategy for the purpose of regulatory compliance
Oversee and advance existing disposal programs for asbestos waste, nuisance waste, soil, etc. as well as recyclable materials, including policy development, implementation and communications
Oversee and assess metrics/trends/recommendations brought forward by junior staff for reasonableness and completeness and provide direction/support to implement program improvements
Collaborate on cross-departmental projects/initiatives and strengthen relationships with various internal and external stakeholders, and represent the City in external working groups
Respond to escalated inquiries from businesses and the general public related to disposal programs and regulatory compliance
Oversee the program for technical tours and presentations to regulators, international delegates, postsecondary students and industry groups on the operation of the Landfill

Education and Experience:
Registration as a Professional Engineer in BC
Post-secondary Degree in Applied Science or Engineering (Civil or Environmental preferred)
A minimum of 8 years' experience, preferably within or related to the public sector, waste industry or an equivalent combination of education and work experience
Previous education and/ or experience in the fields of municipal solid waste management, environmental monitoring, analysis and reporting, occupational hygiene, and/or project management
Previous experience in supervising technical and support staff in a union environment preferred
Knowledge, Skills and Abilities:
Knowledge of the design, construction, operation, maintenance and closure of municipal solid waste landfills
Knowledge of environmental regulations and occupational health and safety programs, policies and regulations relating to municipal solid waste management
Technical and financial analytical knowledge and skills and skilled in assessing/defining needs and objectives, complex/multi-variable problem solving, critical analysis and strategic thinking
Project initiation, scoping, development and management relating to consulting, contracting, capital and operating projects
Program and policy development and implementation with experience in writing policies and procedures
Demonstrated ability to apply Project Management methodologies and tools to projects for successful completion
Demonstrated working knowledge of EGBC’s Organizational Quality Management processes or other quality management frameworks
Strong interpersonal, written communication, organizational and collaboration skills, including excellent written and verbal communication, report writing and presentation skills
Skills in leading, managing and supervising technical support staff, including motivating staff, working within a team, dealing with conflict and managing their performance with the ability to set performance goals and coach/mentor employees towards those goals
Knowledge of HR and corporate policies, procedures, programs and practices, including attendance management, discipline and grievance management processes
Ability to build and maintain effective working relationships with the public, outside agencies and staff including operations
Ability to manage large workloads, set priorities and complete work tasks and projects within deadlines
This role is based at the City off Vancouver Landfill, which is located in Delta with no access to public transportation and may require working from other City locations as needed. Driving and a valid BC Class 5 driver’s license is required.
