The City and County of Broomfield is hiring for one, full-time, exempt Community Sustainability Manager. This position typically works Monday - Friday, 8:00am - 5:00pm with occasional night meetings required. The incumbent is responsible for internal and external duties associated with the furtherance of sustainability policy priorities of the Broomfield City Council, energy efficiency, greenhouse gas reduction, waste reduction, transportation and mobility, water, drainage, air quality, and other priorities outlined in the Broomfield Comprehensive Plan. This includes functions such as research, writing, project management, lobbying, coordination, grant seeking and writing, community liaison, and public presentations. The incumbent works in partnership with the Strategic Initiatives Department, other Broomfield departments/divisions, external entities, citizen advisory boards, and the public in coordinating and managing innovative solutions and projects.

The incumbent provides holistic services to the public by seeking ways to integrate programs or services provided by other departments, divisions and agencies. The incumbent works in partnership with other employees, departments/divisions, agencies and the public in delivering effective and innovative services.
ESSENTIAL REQUIRED TASKS/EXAMPLES OF DUTIES:

Maintains confidentiality of information consistent with applicable federal, state and city/county rules and regulations.
Researches, analyzes, and prepares varied projects and reports involving sustainability issues; presents findings and makes recommendations to the division head and/or Assistant.
Drafts non-routine or technical correspondence, special reports, and staff reports as requested by the department head, division head or City and County Manager. Reviews technical documents submitted to the City and County during the planning process for various projects. Track and report progress on Broomfield Comprehensive Plan goals and supporting the Advisory Committee on Environmental Sustainability (ACES) as staffer and subject matter expert. Develop and implement sustainability programs and policies. Assist in the development of action plans for sustainability initiatives, including in the areas of renewable energy, transportation, and zero waste. Develop public-private partnerships in support of sustainability and energy objectives.
Work effectively and collaboratively with Broomfield staff, the City’s Advisory Committee on Environmental Sustainability, the public, city council and other governments. Develop collaborative relationships with the business community and serve as a facilitator of community-based solutions. Evaluate the savings and participation targets of sustainability programs, and develop, modify and track results to ensure community objectives are met. Develop and recommend evaluation criteria that can measure programs’ effectiveness to reach energy reduction, greenhouse gas, and zero waste goals. In collaboration with city departments, research next-generation program development, evaluate infrastructure, market readiness, legislative and funding opportunities. Understand the relationship between program design, incentive structures and regulatory design to create comprehensive approaches that garner support and achieve results for sustainability initiatives. Create appropriate public engagement strategies to inform program goals and objectives and make policy recommendations. Facilitate community feedback on the effectiveness of city and market offerings and increase participation in energy initiatives. Develop and administer program budgets, make funding and staffing recommendations.
The incumbent is responsible for effectively managing his or her workload to achieve departmental goals. Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code. The incumbent may confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures. Contributes to the preparation and review of departmental policies and procedures as necessary to maintain the effectiveness of departmental programs. Advises applicable administrators or departments of potential problems or concerns. Compiles, interprets, and prepares data for studies, reports and recommendations; coordinate departmental activities with other departments and agencies as needed.
The incumbent assists in recommending and implementing modifications to systems, policies and procedures. May conduct studies, analyses, and research on a wide variety of topics. Assists in researching and analyzing legal requirements impacting departmental programs and services. The incumbent keeps operational records and makes required reports. Evaluates service costs and makes related recommendations. Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost effective.
The incumbent participates in the preparation of the department’s annual budget. Assures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control. The incumbent is responsible for partnering with other staff members in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Assists in the development of short and long-range goals including annual efforts to advance the City and County’s mission, goals, and objectives. Monitors the progress of projects so the goals may be obtained within the established timeframe. Prepares purchase orders and processes invoices as assigned.
The incumbent meets and confers with customers to explain departmental plans, programs, functions, policies, and procedures. Assists departmental staff in preparing and coordinating reports as required. Answer letters of inquiry/complaints and talk with customers. Attends meetings, workshops, and conventions as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs. Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet.
Ensures that facilities and equipment are maintained properly and coordinate maintenance and repair functions. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Responsible for the safety of self, others, assets, equipment and facilities; responsible for knowing and complying with all City and County of Broomfield and department policies; adheres to attendance and workplace attire policies. Performs related duties as required.
Training – Bachelor’s degree from an accredited college or university in environmental sciences, public policy/administration, planning or related field with coursework in environmental management, climate change, energy efficiency, renewable resources, contract and project management and sustainability principles.
Experience - Minimum five years related experience working on sustainability issues with experience in development and administration of sustainability programs and long term impacts.
Any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.
NECESSARY SPECIAL REQUIREMENTS: - Must be at least 18 years of age. Must possess and maintain a valid driver’s license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: oral board, reference checks, background checks including local police check and sex-offender registry, and fingerprint checks through CBI/FBI.
Additional Salary Information: The hiring range for this position is $33.65-$38.53/hour
