The Director, Land Management Services is a highly responsible professional position directing the activities of the Land Management Service Division (Class I, Class III landfills, grounds maintenance, waste reduction, landfill closure, and post closure maintenance). Responsible for organizing, planning, directing and coordinating the activities of Land Management Services as well as onsite and offsite vegetation management.. Work also includes responsibilities for planning long and short range programs, and making difficult administrative and professional decisions. Considerable authority is delegated for performance of technical and administrative activities. The major emphasis of work is on overall administrative planning and coordination requiring the exercise of sound management practices. This position reports to the Chief of Operations and requires persistence, reliability, dependability and accountability in all aspects of the defined role. Duties of this position include the following; Plans, assigns, directs, coordinates and exercises general supervision in the overall management of the Authority's landfill and waste reduction. Landfill closure, post closure and grounds maintenance programs. Responsible for the efficient and economical utilization of personnel, equipment and facilities in accomplishing Departmental and Authority goals and objectives. Responsible for onsite and offsite vegetation management. Responsible for the Customer Convenience Drop-Off Center. Develops and implements programs, practices and procedures for the Land Management Division. Insures compliance of Land Management Services with current federal, state, and local regulations. Prepares and maintains the budget for the Division. Acts as contact person for citizen complaints pertaining to North County Solid Waste Management Operations. Reviews and updates Authority’s Emergency Management Manual and SWA Debris Management Plan and participates in emergency management planning activities. Other duties may be assigned. SUPERVISORY RESPONSIBILITIES include the following; Manages subordinate supervisors who supervise employees in the Landfill, Grounds Maintenance and Waste Reduction Departments. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

Educational and Experience requirements include the following; Graduation from an accredited college or university with a 4-year Bachelor's Degree in Business, Civil Engineering or related field. A minimum of five (5) years Solid Waste Management experience demonstrating advanced understanding and knowledge of design/operation/closure of landfills and related systems or equivalent combination of training and experience. Familiar with software and usage of Real Time Kinematic GPS. Successful completion of Florida Landfill Operator's Certification Program or ability to obtain within 6 months. Completion of FEMA Debris Management Class (G202) within one (1) year. |
