This is an exceptional opportunity for a strategic leader in the waste management arena to direct a well-managed, innovative operation that is widely recognized for leadership in organics recycling. The City of Bakersfield’s Solid Waste Division includes the largest public sector compost facility in California, a tenant operated material recycling facility (MRF) at the compost facility, a refuse and recycling collection program that is a unique combination of 50% private and 50% municipal forces, service fees that rank among the least expensive in California, and a model anti-litter job training program partnership with the Open Door Network.
Reporting to the Public Works Director (Department Head), the Solid Waste Director is responsible for planning and directing the general operation of municipal solid waste collecting, including treatment, disposal, diversion, and recycling programs; plans, organizes, integrates, directs, and coordinates activities of the Solid Waste Division; provides assistance to the Department Head with work of great complexity and sensitivity; makes public presentations and responds to public inquiries; and is assigned responsibility for specific functional areas; provides policy guidance and maintains cooperative relationships with community groups, intergovernmental agencies, and City staff. Under direction, acts as the Department Head in his/her absence.
The ideal candidate is a seasoned leader with experience in the management of municipal solid waste operations, including the planning and direction of a variety of complex solid waste services and programs. Extensive budget, strategic planning, and capital facility and equipment operations/maintenance experience is expected in addition to a background working in highly regulated settings.
