The Director of Solid Waste is responsible for the daily management and operation of the Solid Waste Department. Leads employees in the planning, development, implementation, coordination, and evaluation of all activities and programs of the Solid Waste Department. Directs the sanitary disposal of all types of solid waste material; enforces sanitation ordinances and supervises the operation of the sanitary landfill.
The Director of the Ada County Solid Waste leads a diverse team of administrative staff, technical specialists, and heavy equipment operators. Provides administrative direction with assignments in terms of broadly defined missions or functions. The Director has responsibility for planning, designing, and carrying out programs, projects, studies, or other work independently. If work should be reviewed, the review concerns such matters as fulfillment of department objectives or effect of advice and influence on the overall department.
Leads, plans, develops, implements, coordinates, directs and evaluates activities related to the operation of the Solid Waste Department;
Establishes, implements, and enforces departmental policies, procedures and practices;
Ensures that all departmental policies, procedures and practices, and pertinent county policies and procedures are followed and that applicable state and federal standards are met;
Interviews, hires, trains, supervises, evaluates, promotes, recommends merit increases for, disciplines, and dismisses as necessary, Solid Waste staff;
Drafts and/or reviews contracts as deemed necessary for the operations of the sanitary landfill;
Manages all contractor operations at the landfill to ensure their compliance with the contract;
Establishes and maintains liaison with the Chief Operating Officer and Ada County Commissioners;
Maintains communications, cooperates, and coordinates with Ada County departmental directors;
Develops and presents the departmental budget, monitors approved budget and expenditures to ensure financial integrity of the enterprise funds;
Administers, directs and participates in the development of the department operating and capital projects budget;
Establishes and staffs programs for the effective operation of the landfill, solid waste management, and hazardous waste and air pollution programs;
Establishes program goals and objectives and monitors progress;
Maintains cooperative relationships with appropriate state and federal institutions and agencies;
Recommends specifications for solid waste collection contracts, rate adjustments and rate history;
Serves as the Ada County representative to the Idaho Solid Waste Association.
Makes presentations to community organizations to promote services;
Serves on community advisory committees;
Performs related functions as required.
Bachelor’s degree from an accredited university in project management, business, science or similar field, or an equivalent combination of education and experience;
Knowledge of government policies, practices and procedures typically gained by seven (7) years of progressively responsible experience in local, state, or federal government and five (5) years of supervisory/management experience;
Knowledge of the principles and practices of modern business management; personnel management; budgeting and financial management; and general bidding procedures and contracting; in order to plan, develop, implement and evaluate administrative procedures;
Knowledge of leadership, management, and supervision principles, concepts and techniques;
Knowledge of policy formulation, implementation, and evaluation;
Knowledge of and ability to utilize procedures and principles necessary to conduct a comprehensive public relations program;
Ability to select, develop, motivate, lead, and supervise staff;
Ability to make oral and written presentations in a clear and concise manner; coordinate activities relating to solid waste and business management; oversee business management activities; and develop, implement and enforce policies, procedures and related practices;
Ability to interpret laws, regulations, policies, procedures, and plans;
Ability to develop and implement departmental policies and procedures;
Ability to establish and maintain effective working relationships with county, city, state, federal, non-profit, private, and other related officials.
Must be able to successfully complete the Solid Waste Association of North America's course work such as "Manager of Landfill Operations, Waste Screening at Municipal Solid Waste Management Facilities, Managing Landfill Gas at Municipal Solid Waste Landfills, and Leachate Management and Groundwater Monitoring at Solid Waste Landfills" or equivalent courses within two (2) years of hire.
Work Environment & Physical Demands
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions.;
Must be able to spend periods of the workweek out on landfill property examining work conditions, active projects, evaluating operations, and engaging with Solid Waste staff;
Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks and be out on landfill property managing the business and employees.
