Reporting to the Waste Management Policy, Planning & Engagement Program Manager, the Waste Management Services Advisor is responsible for coordinating programs and activities, related to planning, waste diversion, collection, waste disposal and associated public outreach.
Post-secondary diploma in Environmental Studies, Communications or related field of study.
An equivalent combination of education, training, and experience may be considered.
3 years’ experience in planning, operation and/or management of solid waste systems and related public outreach activities.
Advanced knowledge and proficiency in the MS Office suite of products, including Word, Excel, Access, Outlook, and Power Point.
Knowledge of GeoWare, maintenance management systems and GIS/mapping is preferred.
Knowledge of project management tools/software (e.g. MS Project) and stakeholder engagement and consultation principles and techniques is preferred.
Plans, develops, coordinates and supports Public Outreach programs and implements the associated communication plans, to satisfy internal and external needs relating to Waste Policy and Planning along with other programs and initiatives in conjunction with Waste Management staff.
Coordinates and prepares communication and education materials for planning studies and other programs, such as questionnaires, display boards and presentations.
Coordinates the preparation of related needs/materials for meetings, specific notices or bulletins, public information sessions and displays, assisting with special project requirements.
Develop, coordinates, implements and participates various events; coordinating staff and other resources (e.g. Waste Reduction Week and Earth Week/Day).
Coordinates and implements activities related to planning, diversion and collection program implementation and monitoring.
Liaises with staff and property owners/managers, service users and stakeholders to coordinate effective program implementation and usage.
Communicates with residents and service users to explain proper rules and procedures, provides and explains promotional material (using a variety of mediums), at times dealing with challenging situations and other barriers to communication (e.g. language), etc.
Performs on road monitoring for specific issues that affect residents and service users; completes record keeping, reporting, and recommends action (as required).
Participates in visual inspections, waste audits and other monitoring, survey and measurement activities.
Conducts open houses, information sessions and site visits.
Coordinates staff and other resources for effective program implementation or expansion.
Updates, maintains, verifies program GIS and database information, and ensures data entry of issues and other program information.
Supports staff in the use of Geoware and other monitoring systems, including related reporting requirements.
Liaises with the general public, service users and stakeholder groups.
Coordinates completion or otherwise ensures proper follow-up actions are completed for Waste Management Planning Steering Committee/Councillor requests/staff directions and ensures status is relayed through appropriate correspondence.
Attends meetings with Regional staff, consultants, project committees, government agencies, and public/stakeholder groups, preparing summaries and action plans, for subsequent follow up for projects.
Reviews and responds to questions, comments, complaints and requests for information, relating to waste management services.
Gathers data, conducts research and prepares background documents and presentations regarding waste management services, for review by Program/Project Managers and Divisional Management Team.
Conducts research, compiles, analyzes and summarizes data on research projects, best practices and trends in other jurisdictions.
Prepares reports or backgrounders regarding waste management services.
Assists in the preparation of reports, recommendations and other documents related to solid waste activities, programs and facilities.
Maintains the necessary records and reports for waste management planning.
Reviews and analyzes results of programs and studies.
Participates and assists with formulating new and/or updating existing policies and procedures, reports and manuals related to waste management.
Performs other duties as assigned.
