Job Summary
To protect public health, workers and environment by supervising day-to-day operations related to waste handling, waste disposal and other waste related infrastructures and services for residents and contractors at the Halton Waste Management Site (HWMS). In addition, this position is responsible for overseeing the monitoring, maintenance and environmental compliance of 11 closed landfills and the gas collection and utilization system at the HWMS.
Duties & Responsibilities
Provides supervision to Landfill Operations staff (including contractors and/or consultants) encompassing coaching, mentoring, scheduling (including standby), specialized technical training, recruitment, development, disciplining, providing performance assessments and health and safety oversight.
Ensures waste handling & disposal activities are in compliance with applicable regulations, environmental and health & safety policies, design guidelines, by-laws and the Environmental Compliance Approval (ECA).
Ensures continuous year round access to services and maintains the integrity of the infrastructure through proactive planning.
Participates in the continual development, review and revision of operating policies, long-range plans and repair/rehabilitation method and procedures of the Waste Management Services Division.
Liaises with the Ministry of the Environment, Conservation and Parks (MECP) Inspectors, officials and operational staff pertaining to facility inspections, non-standard operational technology and practices, and develops recommendations and action plans to address inspection recommendations and operational practices.
Responds directly to inquiries, escalated public complaints/concerns (often face-to-face) and provides information concerning activities of the Division to the general public and customers in a tactful and courteous manner.
Monitors site operations and reports on compliance with the MECP .
Additional Duties and Responsibilities
Supervises contract operations to ensure they are in compliance with contract agreements
Develops, prioritizes, and manages operating and capital budgets pertaining to landfill operations, gas collection and closed landfills
Manages the design, tendering, evaluation, and approval of various operational/infrastructure improvements, construction, maintenance and compliance projects, coordinate site maintenance activities.
Supervises maintenance activities within 11 closed landfills and ensures that all performance standards and levels of service are in accordance with Regional and Provincial requirements.
Supervises the operation and maintenance of the gas collection and utilization program.
Educates staff, students, professionals, foreign delegations and the public through tours and presentations about environmentally sound waste management practices and site operations.
Additional duties as assigned.
Skills & Qualifications
Essential
Environmental Studies Degree or Diploma from a recognized University or College.
Excellent understanding of safety practices as mandated under the Occupational Health & Safety Act.
Ability to interpret design drawings to validate and provide comments on proposed work, and interpret operating and maintenance (O&M) manuals to effectively check equipment and repairs.
Expertise required in construction techniques, equipment and infrastructure maintenance methods and procedures and proper operational methodology as related to landfilling, construction, road building and maintenance and contract management.
Excellent understanding of Leachate and Gas Management and Monitoring (Collection, Pumping stations, SCADA, Treatment, Environmental Impact Assessment, Mitigation, GHG credits, Environmental Monitoring etc.)
Knowledge of hydrogeology and geology needed to liaise with consultants on environmental monitoring and maintenance.
Knowledge of MECP regulations.
Manager of Landfill Operations (MOLO) Certificate.
Demonstrated problem solving, priority setting, and customer service skills and ability to work effectively in an empowered team environment.
Preferred
Five to ten (5-10) years of practical experience in Landfill operations.
Three to five (3-5) years experience related to heavy equipment operations and road maintenance experience.
Knowledge of Microsoft office suite, SAP and other computerized systems.

The Halton Waste Management Site (HWMS) operates six (6) days per week and seven (7) days in May and June (Sunday’s from 8 a.m. – 12 p.m.)
Must be prepared to work outside normal working hours and in adverse weather conditions.

The incumbent will be required to drive a Regional vehicle and will be required to provide a copy of their driver’s license and a driver’s abstract, by their first day of employment.
