Anticipated Salary: $76,000 - $84,000 annually dependent upon qualifications plus a comprehensive benefits package to include membership in the Arizona State Retirement System.

NATURE OF WORK: Under general supervision performs work of considerable difficulty in directing and managing the Regional Solid Waste System to include landfill and transfer station operations, projects and programs; performs related work as assigned.
TYPICAL DUTIES Implements, develops and analyzes principles and practices for the Solid Waste Field operations; maintenance and operation of the regional landfill and transfer stations; responsible for establishing and maintaining procedures for the collection of landfill/transfer station fees; formulates improvements to ensure and sustain compliance with federal and state regulations; serves as project manager on special projects; oversees the policy for dumping of permitted refuse establishes schedules and coordinates the logistical management of the physical movement of solid waste from the transfer stations to the regional landfill; coordinates the efficient and effective disposal or diversion of solid waste that continually meets compliance standards; establish and maintains Household Hazardous Waste collection and disposal program; schedule and maintain free dumping day program; performs long-range planning and project review; identifies operational requirements and areas of improvement by implementing new initiatives; monitor contracts and works closely with vendors; makes assessment and recommends purchase, acquisition and use of Solid Waste equipment; coordinates all maintenance and repairs of all Solid Waste equipment; responsible for security of the landfill and transfer stations; responsible for maintaining of a clean, safe and sanitary environment at the regional landfill and transfer sites; investigates accidents and recommends corrective action; performs financial analysis and drafts budget for transfer station and landfill operations; maintains logs on tonnage, transit times, and other required or mandated data; prepares reports; analyzes and conducts inventories of current resources and utilization; works closely with representatives of the industry to provide effective services.
SUPERVISORY RESPONSIBILITIES: Manages subordinate supervisors who supervisor numerous employees at landfill stations and is responsible for the overall direction, coordination, and evaluation of the Western Regional Landfill and landfill stations. Carries out supervisory responsibilities in accordance with county and departmental policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Ten (10) years of experience in any of the following areas; plant operations, solid waste operations, landfill operations, construction operations, large truck delivery or heavy equipment scheduling; or a closely related field, five (5) years of which must be in a supervisory capacity; or, an equivalent combination of experience, education, and training which provides the desired knowledge, skills, and abilities of this classification; must possess Solid Waste Association of North America (SWANA) Management of Landfill Operations (MOLO) certification and Occupational Safety and Health Administration (OSHA) 40 hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification within six (6) months of hire; must possess and maintain a valid Arizona driver's license and the ability to be covered by county insurance; must possess or be able to obtain and maintain a Class A Arizona commercial driver's license.
An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.
