Introduction Prince William County Public Works is offering a challenging and rewarding position as a Senior Environmental Program Manager in the Solid Waste Division. This position will manage the Division’s federal, state, and local environmental compliance efforts and will oversee a team of employees responsible for performing specialized environmental monitoring, engineering, permitting, and construction project management at the County’s municipal solid waste landfill and organic compost facility. The ideal candidate will have a bachelor’s degree or higher in the natural or physical sciences; environmental or civil engineering; or environmental policy, law, or planning with a minimum of eight years of progressive work experience related to managing regulatory compliance programs for solid waste landfills in Virginia. This position will be advertising continuous until filled with ongoing application review and interviews every two weeks beginning November 13th.
ABOUT THIS ROLE: This is a highly technical, manager-level position that works largely independently, both in the office and in the field, with minimal supervision and under the general oversight of the Assistant Director of Public Works for Solid Waste. The job requires sound working knowledge of Virginia environmental regulations related to solid waste landfills, including landfill gas, groundwater, air, leachate, and stormwater. The position also requires strong analytical and critical-thinking skills and the ability to effectively collaborate and communicate with County staff, the public, and other state and local agencies.
Responsibilities in this role may include, but are not limited to
Interpret applicable local, state, and federal laws, regulations, and policies related to municipal solid waste landfills and direct and oversee environmental permits, compliance programs, and related consulting contracts;
Ensure regulatory compliance including appropriate and accurate reporting and recordkeeping in all program areas;
Manage procurement and contracting activities including writing statements of work, reviewing bids and proposals, attending pre-bid meetings, requesting purchase orders, approving invoices, and tracking expenditures;
Develop capital budgets, perform capital project planning, review design drawings and plans, coordinate required land use and permit approvals, and oversee construction projects;
Supervise at least four employees, including directing, organizing, prioritizing, and assigning work; develop work schedules; conduct performance evaluations; and make hiring and disciplinary recommendations;
Provide instruction and training in work methods and procedures and review and verify the work of staff, consultants, and contractors;
Manage electronic databases, suggest process improvements, and identify and implement technology-based solutions;
Routinely communicate tactfully and effectively with other employees, vendors, businesses, and the general public; and
Prepare and present clear, concise, and grammatically correct correspondence, written reports, presentations, documents, and information.
MINIMUM REQUIREMENTS:
High school diploma or GED is required.
Minimum 8 years of full-time related work experience is required.
PREFERENCES:
Bachelor’s degree or higher in the natural or physical sciences; environmental or civil engineering; environmental policy, law, or planning; or a related field is preferred.
Minimum 8 years of full-time progressive experience managing environmental compliance programs and construction projects at municipal solid waste landfills is preferred.
Minimum 3 years of experience as the direct supervisor of engineering or similar professional staff, including experience with assigning and reviewing work and conducting performance evaluations is preferred.
Experience with government procurement and contracting, as well as contract management is preferred.
Experience with using and managing electronic databases, identifying technology solutions, and implementing new technology is preferred.
Possession of SWANA’s Manager of Landfill Operations (MOLO) and/or Virginia DPOR Waste Management Facility Operator’s License, or ability to obtain within one year of hire is preferred.
High-level proficiency with Microsoft Outlook, Word, and Excel; Adobe Acrobat; and AutoCAD is preferred.
SCHEDULE REQUIREMENTS:
Driving Requirement: Possession of a valid driver’s license is required.
Physical Requirements: This job entails fieldwork at an active landfill, which requires the ability to walk long distances over rough terrain in noisy and dusty conditions, as well as work around vehicular traffic and heavy equipment.
WORK SCHEDULE: The typical work schedule for this position is five days per week Monday to Friday (37.5 hours/week); evening and weekend work is not common but may be required.
