The Department of Public Works, Solid Waste Division, has an exciting opportunity for an innovative and performance-driven Recycling Program Manager to advance waste reduction, reuse, recycling, and composting programs and conduct extensive public outreach. This position will actively pursue opportunities and partnerships to expand diversion strategies at the Prince William County Landfill, Compost Facility, and in the larger community. The ideal candidate will have a bachelor’s degree or higher with a minimum of six years of professional work experience developing and implementing community outreach programs and at least two years of experience directly related to managing solid waste diversion programs.
About This Role: The Recycling Program Manager works largely independently, both in the office and in the field, with minimal supervision and under the general oversight of the Assistant Director of Public Works for Solid Waste. The job requires excellent verbal and written communication skills and the ability to effectively engage with County staff, businesses, various stakeholders, the public, and other local and state agencies. The position also requires the ability to collect, manage, and review data to measure outcomes and meet regulatory reporting requirements. Responsibilities in this role may include, but are not limited to:
Plan, develop, coordinate, and manage projects and programs to advance waste reduction, reuse, recycling, and composting at the County’s solid waste facilities;
Develop and implement public outreach and educational programs to increase awareness and waste diversion in the community;
Establish and maintain internal and external metrics to quantify and track the effectiveness of outreach efforts and develop and implement program improvements;
Understand applicable federal, state, and local regulations, rules, and policies and ensure conformance, including appropriate data collection, recordkeeping, and accurate reporting;
Develop grammatically correct written educational and outreach materials, presentations, reports, toolkits, and information for print, website, and social media;
Act as the technical expert on all matters related to waste diversion, including answering questions, providing information, and preparing and giving presentations to the public, staff, elected and appointed officials, and other agencies;
Act as the primary liaison to the Solid Waste Advisory Group, attend meetings, and manage all documents and meeting minutes;
Manage procurement and contracting activities including writing statements of work, reviewing bids and proposals, attending pre-bid meetings, requesting purchase orders, approving invoices, and tracking expenditures; and
Supervise at least one employee including coordinating and reviewing work efforts and writing performance evaluations.
A high school diploma or GED is required.
Minimum 6 years of full-time related work experience is required.

Proficiency with Microsoft Outlook, Word, PowerPoint, and Excel, and Adobe Acrobat is preferred.
High-level proficiency with Adobe Illustrator or other graphics design/illustrator software is preferred.
Supervisory experience is preferred.
Special Requirements: Driving Requirement: Possession of a valid driver’s license is required.
Work Schedule: The typical work schedule for this position is Monday to Friday (37.5 hours/week). Evening and weekend work is notcommon but is occasionally required to support meetings and special events. This position may be eligible for teleworkafter completion of the probationary period.
