Under supervision of the Executive Director, organizes and manages the operation of the Sandy Transfer Station & other solid waste operational duties.
Duties / Responsibilities
Facility Operation Management
Conduct, coordinate, and oversee the ongoing operations to accommodate the disposal needs of various government, commercial, and private users of the waste transfer station.
Sets priorities to cope with emergencies and unanticipated needs to ensure continuance of operations.
Ensure operations run in a customer service orientated manner; handle customer complaints and problems; continually strive toward improving customer service.
Budget responsibility for transfer station operations including:
Create and submit budget for transfer station operations to Executive Director
Ensure expenses are kept within budget allotments
Coordinate with Purchasing Agent for procurement needs at the transfer station
Ensure guidelines are followed to prevent the disposal of hazardous or unauthorized waste and all regulatory requirements for the site are met and adhered to. Instructs public as to the proper disposal of various types of waste material in compliance with local and state health laws; notification of proper authorities if hazardous waste is found.
Daily monitoring of Transfer Station for litter to ensure a neat and orderly appearance.
Liaison for communication and daily logistics with waste hauling contractor with respect to transfer station.
Liaison for partnership of the SLCoHD HHW Facility and Transfer Station
Coordinate with Landfill Manager on equipment related matters such as maintenance and repair. Ensure machinery is utilized in a manner to ensure maximum operation / equipment performance.
Identify needs of the facility and assist in whatever capacity needed to ensure operations are effectively executed.
Personnel Management
Direct supervision of Operations Supervisors who manage operational employees to ensure facility is run safely and efficiently.
Conducts performance evaluations with employees. Reviews employee’s evaluations with Operation Supervisors and Exec Director.
Oversee, handle, and counsel Operation Supervisors on all employee problems to ensure proper guidance is given within established policies and procedures.
Review applications, interview, and help select applicants for job openings to ensure qualified employees are hired.
Work with HR (and Exec Director as applicable) on personnel issues such as workers comp, staffing, training, evals and disciplinary actions.
Oversee the material recovery program to ensure the employees run the program in a safe and efficient manner, ensuring recycling of non-revenue producing material and no scavenging policy is enforced.
Facility & Employee Safety
Manages operations and implements safety practices in accordance with prescribed regulations. Ensures both users and operations personnel conduct activities in full compliance with regulatory compliance.
Ensure all reports of accidents and operations are compiled and reviewed for accuracy, and training, prior to submission to the Safety Coordinator.
Minimum Qualifications
Education and Experience
Bachelors Degree in a related discipline plus four (4) years management experience OR 8 Years equivalent experience (4 of which must be in management).
Heavy Equipment Operation and/or Solid Waste Experience preferred.
Special Requirements
Valid Utah driver’s license and remain insurable
Must pass a Trans-Jordan Physical, Drug Screen, and Background Check
Required to work afterhours/weekends when deemed necessary. Required to be available to respond to emergencies.
Must obtain SWANA Transfer Station Certification within 18 months of hire
Necessary Knowledge, Skills, and Abilities
Knowledge of:
High level knowledge of solid waste disposal regulations and procedures
Knowledge of heavy construction equipment and operational / maintenance techniques to landfill equipment to ensure maximum operation / equipment performance.
Firefighting and Fire Prevention specific to waste transfer stations
Safety Procedures as related to requirements by the Occupational Safety & Health Administration (OSHA)
Skill in:
Resolving customer and employee conflicts
Making decisions based on brief visual observations
Evaluating emergency situations and make appropriate decision
Basic operation of a vehicles and equipment used in the transfer station operation.
Ability to:
Lead and motivate Supervisors and Employees in safe and effective operations within established policies, procedures, and regulations.
Manage an entire facility with regard to public relations / customer service as well as vendor and partnership coordination.
Effectively communicate (oral and written) with staff, vendors, partners, and customers.
Handle stressful situations
Implement budgeting and work orders / delegation
Manage multiple tasks simultaneously without sacrificing quality or efficiency; prioritizing tasks; maintain focus and adapt quickly to changing demands

Trans-Jordan Cities is a modern integrated waste management organization owned by seven-member cities in southern portion of Salt Lake County, Utah responsible for the disposal of over 400,000 tons of solid waste each year. Established in 1958, Trans-Jordan has grown and evolved with the needs of the service area by implementing technologies and services to meet and exceed expectations. Trans-Jordan owns, operates, and partners on a variety of waste, and waste related, facilities. The original facility is the Trans-Jordan Landfill serving as the main location for waste disposal and includes a residential drop off center with Household Hazardous Waste (HHW) and Recycling Services, a Subtitle D Landfill, and a waste to energy plant. In 2016, Trans-Jordan purchased a large regional landfill with three partners which will serve as a long-term disposal site for decades to come. The next step toward providing long-term elevated service is the opening of the state-of-the-art Sandy Transfer Station which will begin taking waste Summer 2025.
