 This position will provide primary engineering support to SCS&#8217;s ongoing solid waste engineering business efforts out of our Boca Raton, Florida office, with remote work possible. We are seeking a full-time Project Manager ready to take on a leadership role helping us maintain our existing client base and grow our Solid Waste practice.  This position will be supporting efforts in Florida, Georgia, Alabama, and Puerto Rico. Initially, the qualified individual will be expected to provide engineering leadership to our existing solid waste business practice consisting of landfill gas and landfill engineering projects. As new work develops, the selected individual will then be required to manage and maintain contact with clients; and manage the schedule and work product performed consistent within SCS&#8217;s quality control standards. 
 Essential Duties and Responsibilities 
 
 Landfill and landfill gas feasibility, design and compliance 
 Transfer station feasibility, design and compliance 
 Recycling and composting feasibility, design and compliance 
 Landfill gas and environmental monitoring data management 
 Develop project scopes, objectives, and budgets involving all relevant stakeholders and ensuring technical feasibility and alignment with business strategy. 
 Develop proposals by interacting with clients to understand their business objectives, and to deliver solutions that meet the client&#8217;s technical needs and requirements. 
 Coordinate internal resources and third parties/vendors for the execution of projects and ensure resource availability and allocation. 
 Create and maintain comprehensive project documentation and develop a detailed project plan to track progress. 
 Ensure that all projects are designed and delivered with the purpose of meeting the Client&#8217;s business objectives. 
 Ensure that all projects are delivered on-time, within scope and within budget. 
 Ensure that the quality of each deliverable meets the SCS standards set forth. 
 Manage changes in project scope, schedule, and costs. 
 Manage the relationship with the client and all stakeholders and establish and maintain relationships with third parties/vendors. 
 Review invoices, accounts receivable, legal documents, and finances for accuracy and project profitability. 
 Oversee risk management, quality assurance, and health and safety for all of their projects. 
 Assist in the development of strategies to solve technical challenges and provide highly skilled technical solutions. 
 Review designs, drawings, calculations, and permit documents for final submittal to the client or applicable agencies. 
 Perform the feasibility analysis, planning, design, permitting, construction and monitoring of solid waste management projects including but not limited to landfills, landfill gas systems, recycling facilities, transfer stations and composting facilities. 
 Oversee, manage, and develop lower level staff to advance their knowledge and career path. 
 Lead or have an active role in client prospecting and developing and executing client plans, sales plans, and key opportunity plans. 
 Assist other Project Managers or staff as needed when additional support, resources, or technical expertise is needed. 
 Qualifications 
 
 Bachelors of Science degree in Engineering required. 
 Florida Professional Engineer (P.E.) required, or ability to obtain P.E. within the first year of hire required.&#xa0;&#xa0; 
 Minimum of 8 Years of relevant solid waste experience required. 
 Business Development experience in the solid waste market preferred. 
 Excellent leadership and communication skills.

 Under limited supervision, plans, schedules and supervises all Solid Waste Division activities to ensure the effective management of solid waste collection services for the City of Kissimmee. Ensures division compliance with all applicable policies, procedures, and standards of quality and safety. Directly supervises the Residential Solid Waste Foreman, Commercial Franchise Coordinator, and other office staff; reviews work of subordinates for completeness and accuracy. Reports to the Assistant Director, Public Works and Engineering. 
 Specific Duties and Responsibilities 
 &#xa0; Essential Functions : 
 Plans, schedules and supervises all City solid waste activities, ensuring solid waste collections and other division activities are completed in a timely manner and in accordance with division standards for quality and safety. 
 Manages division supervisors and support staff; assigns workloads and establishes work schedules; directs and supervises duties of assigned staff.&#xa0; Managerial duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; recommending and approving discipline, transfers, promotions, discharge. 
 Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed. Encourages staff to take part in training and professional development activities. 
 Develops and administers division budget; approves expenditures.&#xa0; Plans and controls revenues and expenditures for the Solid Waste Management enterprise fund including operational and capital issues. 
 Develop strategies to ensure long-term financial and operational viability of the division schedules based on geographic data including global position data from collection vehicle routes, asset location, vehicle depreciation and amortization costs, and fuel usage.&#xa0; 
 Develops and implements a Solid Waste Management Plan to guide the overall operations of the division based on operational and GIS data, considering population growth data, residential and commercial development, and transportation / vehicle GPS data.&#xa0; 
 Prepares bid specifications for equipment and vehicles; prepares and submits purchase orders for equipment and supplies.&#xa0; Communicates with vendors for product information and pricing, and to expedite orders. 
 Ensures proper maintenance of division vehicles and equipment. 
 Checks and verifies accuracy of all commercial franchisee accounts and billings, landfill weigh slips, charges and invoices.&#xa0; Issues credits and other customer adjustments. Review tonnage data, route volumes, scale ticket time stamps, and geospatial data to verify accuracy of accounts, billings, charges, and invoices. 
 Determines the most efficient and cost-effective collection routes and schedules. Analyze geographic data, waste container tracking, tonnage, and other data to inform decisions related to capital projects and solid waste management, develop scopes of work, and negotiate contracts for various operational or capital needs.&#xa0; 
 Investigates division accidents and prepares required reports. 
 Receives and responds to inquiries, concerns and complaints from the public regarding sanitation services and/or personnel. 
 Secures and administers grant funding for special programs. 
 May directly manage some capital projects, develop scopes of work, and negotiate contracts for various operational or capital needs. 
 Keeps supervisor informed of division activities, issues and concerns.
