								<description>CHATHAM, Virginia,  Position Title:&#xa0; Director of Solid Waste&#xa0;&#xa0;&#xa0;&#xa0;&#xa0;&#xa0; 
 Summary of Position : Under the general supervision of the Director of Public Works, the employee performs a wide and complex variety of activities in carrying out the daily operations of solid waste management at the County landfill. Plans, organizes and directs the operations and staff of the County&#39;s solid waste collections and landfill programs. Responsible for the supervision, training, and work assignments of staff. Performs a wide and complex variety of activities, which often require the interpretation and application of established policies, rules and regulations.

 Manages assigned staff; prioritizes and assigns tasks and projects, disciplines, trains and evaluates staff, counsels, coaches and instructs employees as required; develops staff skills and conducts performance evaluations; 
 Develops and monitors division budget; prepares special and recurring reports, budgets, grants, proposals and contracts and disseminates to department personnel and external agencies; recommends and implements changes to existing policies and procedures; 
 Monitors and reviews trends in solid waste management and recommends operational and policy improvements; 
 Plans, organizes, implements and oversees landfill operations, waste collection, waste reduction, recycling and public information programs; 
 Ensures compliance with federal and state laws and regulations by updating and revising landfill permits and approvals; 
 Administers local programs not contracted, including illegal dumping abatement and community clean-up; 
 Performs related tasks and special projects as directed by the Public Works Director or Deputy County Administrator.

 Education and Experience:&#xa0;  &#xa0;Any combination of education and experience equivalent to a Bachelor&#8217;s Degree preferred.&#xa0; Five (5) years of experience in solid or hazardous waste preferred.&#xa0; Minimum of four (4) years of supervisory experience. 
 Required Knowledge and Skill:&#xa0;  Must be able to perform physical labor; follow written and verbal directions; communicate effectively orally and in writing.&#xa0; Ability to problem solve; possess critical thinking skills. Interpret and properly execute policies and procedures. &#xa0; 
 
 Knowledge of the principles, practices and techniques of solid waste management; 
 Knowledge of the principles, practices and markets for recycling; 
 Skills in effectively supervising, leading and delegating tasks and authority; 
 Skills in following and effectively communicating verbal and written instructions; 
 Skill in understanding interpreting and applying relevant statutes, ordinances, rules and regulations; 
 Skill in working within deadlines to complete projects and assignments; 
 Skill in assessing, analyzing, identifying and recommending solutions to problems; 
 Skill in establishing and maintaining effective working relationships with co-workers, county departments and public; 
 Skill in working independently or as a team member. 
 
 Certifications and licenses : Possession of a valid State of Virginia driver&#8217;s license. Ability to obtain within one (1) year from date of hire, a Virginia Waste Management Facility Operator License.&#xa0; 
 Environmental Factors and Conditions/Physical Requirements:&#xa0;  Work is generally performed in an office environment, with some work performed outdoors.&#xa0; May be exposed to potentially dangerous machinery, hazardous materials and extreme weather conditions. Work requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and repetitive motions and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and exposure to fumes or airborne particles and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to vibration.

								<description>Arlington, Virginia,  Arlington County&#39;s&#xa0; Department of Environmental Services &#xa0;(DES) is seeking&#xa0;an Environmental Management Planner for the Environmental Management Office (EMO)&#xa0;within the Solid Waste Bureau.&#xa0; The Environmental Management Office provides contract and/or project management for various environmental programs and serves as the technical resource on environmental issues for the County focusing on waste management, to include waste reduction, recycling, and reuse.&#xa0; 
 This Environmental Management Planner will be responsible for the required 20-year update of the County&#39;s&#xa0; Solid Waste Management Plan  (SWMP) and the development of a zero-waste plan to meet County goals. The Environmental Management Planner will draft, assist in drafting and/or supervise the work of outside consultants in the development and drafting of the updated SWMP and zero-waste plan.&#xa0; This employee will also be responsible for development and implementation of enhancements to County solid waste management programs, including the Household Hazardous Materials (HHM) program. Additionally, the employee will develop, monitor and maintain databases used to analyze and track critical data in support of waste management programs to include GIS mapping. 
 Specific duties include: &#xa0; 
 
 Leading projects to include establishing project schedules and key milestones, coordinating projects for short-term and long-term solid waste projects with stakeholders, and ensuring completion of tasks within the project schedule; 
 Researching environmental products and services required to meet the plan goals including&#xa0;Identifying leading programs and best practices;&#xa0; 
 Monitoring legislation, regulations and other policies at the state, city/county and federal levels to research new ideas for zero waste;&#xa0; 
 Building, maintaining, and administering databases used to analyze and track critical data in support of Solid Waste Bureau programs to include analysis and presentations; 
 Developing technical documentation and analysis related to ordinance changes, County Board meetings, and budget, proposals and program changes; 
 Maintaining, planning and execution of Solid Waste Management Plan and coordinating refuse and recycling collection service for special events; and 
 Providing face to face outreach and education for community meetings and events. 
 
 &#xa0; Requires: 
 
 Bachelor&#39;s degree in environmental planning or environmental sciences, public administration, business administration, or related field; and 
 Two years of progressively responsible full-time experience&#xa0;in program administration and/or management in&#xa0;environmental planning or other directly related area.
