 &#xa0;Essential Job Functions: 
 
 
 
 
 
 Operates vehicles and equipment to include, but not be limited to, heavy duty trucks including articulated dump trucks, loaders, excavators, dozers, compactors, and other equivalent vehicles and equipment at the landfill and remote sites. Inspects vehicle or equipment for any safety or other concerns prior to operation. Documents inspections or concerns as required. 
 Conducts work in a safe, efficient, and quality manner with a strong focus on customer service. Ensures all applicable codes, standards, regulations, policies, procedures, and permit requirements are followed.&#xa0; 
 Screens loads for prohibited waste. Redirects haulers if materials in the load need to be separated before unloading. 
 Moves and compacts waste to minimize cover requirements, settlement, vectors, and litter; reduce leachate production and odors;&#xa0;prevent contamination of groundwater and surface waters;&#xa0;and extend the life of the landfill. Maintains correct elevation levels throughout the landfill working face.&#xa0; 
 Hauls, measures, and monitors leachate levels. 
 Repairs and maintains stormwater, sediment, or erosion control systems at the landfill. 
 Documents and records fuel usage, equipment hours, leachate hauled, tank readings, and landfill grid locations in a clear, concise, and timely manner. 
 Recognizes and reports safety and solid waste compliance concerns to coworkers and supervisory staff. 
 Performs grounds maintenance as needed or requested. &#xa0; 
 Participates in emergency response plans as assigned. Responds to emergencies for road conditions, weather events, and debris management to include the removal, staging, reduction, recycling, processing, and disposal of debris caused by a major debris-generating event.

 Knowledge, Abilities and &#xa0; Skills (These are pre-employment KASs that apply only to Essential Job &#xa0; Functions.) 
 
 Knowledge of codes, standards, regulations, and practices related to solid waste management. 
 Knowledge of the design, use, maintenance, and repair of equipment, tools, and materials used in the work. 
 Knowledge of traffic laws, rules, and regulations and safe driving practices. 
 Knowledge of County and landfill policies and procedures, standard operational practices, and safety regulations. 
 Knowledge of customer service and quality standards. 
 Knowledge of basic office procedures, computers, and iPads. 
 Ability to read understand and follow through on verbal instructions. 
 Ability to make precisely coordinated movements and grasp or assemble small objects. 
 Ability to perform grounds maintenance work.

 Skill to identify symptoms of odors, leachate seeps, flagging of intermediate cover, erosion, settlement, vectors, and litter and proficiently make repairs.&#xa0; 
 Skill to safely operate vehicles, equipment, tools, and personal protective equipment. 
 Skill to prepare accurate records and reports.

 Education and Experience: 
 High school diploma or an acceptable equivalency diploma (GED).&#xa0;Three&#xa0;(3) years of progressively responsible experience in operating heavy duty vehicles and equipment,&#xa0;or an equivalent combination of education, experience, and training. 
 Licenses or Certifications: 
 Must possess a valid Commercial Driver&#39;s License (CDL), Class B is required, Class A is preferred. 
 Special Requirements/Qualifications: 
 PLEASE NOTE: &#xa0;THIS IS A CDL POSITION, AND EMPLOYEES IN THIS POSITION ARE SUBJECT TO RANDOM DRUG AND ALCOHOL SCREENING.

 PHYSICAL DEMANDS 
 The work is regularly active with periods of heavy exertion. 								<description>Upper Marlboro, Maryland,  This is a management level, supervisory, and administrative level position, grade G-28, whereby the incumbent serves as the Landfill Manager responsible for the daily operations of the County&#39;s landfill and disposal system. Work responsibilities include appropriate management of landfill operations and ensuring that proper fill sequences are followed in accordance with established departmental policies and procedures. The incumbent is responsible for planning, organizing, and supervising the work of skilled, semi-skilled, and unskilled employees engaged in landfill site activities (e.g., security, scale house, disposal, site maintenance, new construction, supply, collaborating with the Garage Section, etc.); and the oversight of the Household Hazardous Waste (HHW), Electronic Recycling, Scrap Metal, and Scrap Tire lots.&#xa0; Work is performed with considerable latitude for independent judgment under the general direction of the Disposal Section Manager. Work is performed both indoor and outdoor; and may involve exposure to varying weather conditions, temperatures, loud noises, dust, fumes, working around machinery, vehicles with moving parts.&#xa0; This position includes physical activities such as repeated lifting, hoisting, pulling, pushing, reaching, walking, standing, climbing, potential entrance into confined spaces, and the use of rapid mental/muscular coordination.&#xa0; The incumbent must be physically able to lift and carry at least fifty (50) pounds and must wear safety equipment, such as hard hats, steel-toed shoes, safety glasses, and gloves. The incumbent may be&#xa0; required to work on-call, including weekends and holidays .  PREFERRED QUALIFICATIONS: &#xa0; 
 
 Bachelor&#8217;s Degree from an accredited college or university. 
 Possession of a Solid Waste Association of North America (SWANA) Manager of Landfill Operations (MOLO) certification. 
 Two (2) years of experience reading/interpreting blueprints and fill plans, performing administrative tasks such as writing reports/letters/memos, creating Excel spreadsheets, and managing teamwork assignments. 
 Previous Landfill, Public Works, Construction Management, or Civil Earthwork experience is preferred. 
 Be able to collaborate with Federal, State, and Local Regulatory Agencies. 
 Skills in managing human resources and equipment to ensure a safe and efficient operation. 
 Experience in the use of Microsoft Office (i.e. Word, Excel, PowerPoint) 
 Experience in supervising, training, motivating, counseling, and disciplining personnel, and maintaining effective working relationships. 
 
 EXAMINATION :&#xa0; Candidates that pass the first phase of the selection process may be required to participate in a performance test. &#xa0; CONDITIONS OF EMPLOYMENT : &#xa0; Upon selection, the candidate must: 
 
 Be able to work weekends, holidays,&#xa0; on-call,&#xa0; and emergency ice and snow operations when required.
