 Within broad parameters defined by the Deputy City Manager and in accordance with general organizational requirements and accepted practices, is responsible for the overall direction and administration of the Public Works Department which includes the following divisions: Public Works Administration, Engineering (Environmental, Civil, Traffic and Construction Inspection), Operations (Streets, Stormwater, Wastewater, and Supplies), Solid Waste and Recycling (Residential Garbage Collection and Recycling), Fleet Services (Fleet Maintenance and Safety Training), and Facilities and Parking Services (Administration, Building Services, Garages, Enforcement, Maintenance and Marketing/Promotions). Plans, communicates, and provides a strategic vision and direction for the department and provides the leadership to meet the City&#8217;s current and long-range needs. Oversees and manages accomplishment of the department&#8217;s annual work plan. Develops and monitors annual department operational and capital improvement budgets, assuring that appropriate linkages exist between budget goals, funding limitations, and service levels adopted to meet specific departmental/organizational goals. Advises and directs subordinate supervisors on matters of recruitment and hiring, workforce planning, work assignments, performance evaluation, promotion, and discipline. Provides for staff training and professional development. Leads and supports department succession planning. Attends City Council and Work Session meetings. Serves as a City liaison with a variety of public agencies (SCDOT, ReWa, DHEC, GPAT, C-Fund, and GWS). Negotiates major projects with local, State, and Federal agencies.  Required: 
 &#8226; Bachelor&#8217;s degree in public administration, engineering, business, planning or a related field. 
 &#8226; Over 8 years of progressively responsible experience in the public works field to include experience in solid waste, stormwater, wastewater, construction management, engineering, planning, and budgeting. 
 &#8226; Must have at least 6 years of responsible supervisory and administrative experience. 
 Preferred: &#8226; Master&#39;s degree in a related field. &#8226; Professional Engineer license. &#8226; Experience in a municipal setting. Ability to: &#8226; Lead and direct the operations, services, and activities of the Public Works Department. &#8226; Interpret and apply Federal, State, and local policies, procedures, laws, and regulations. &#8226; Develop and administer department strategic plan and implement goals, objectives, and procedures. &#8226; Prepare and administer large and complex budgets. &#8226; Prepare clear and concise administrative and financial reports. &#8226; Apply the highest level of creative thinking, complex analysis, and reasoning to originate and develop innovative program or production concepts, techniques or procedures which can have a major impact on the nature and quality of programming or operations. &#8226; Determine the feasibility of various municipal projects. &#8226; Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. &#8226; Evaluate the best method of research and then exercise appropriate judgment in establishing priorities and resolving complex matters. &#8226; Consider the relative costs and benefits of potential actions to choose the most appropriate one. &#8226; Research, analyze and evaluate new service delivery methods, procedures, and techniques. &#8226; Identify and respond to community issues, concerns, and needs. &#8226; Communicate clearly and concisely, both orally and in writing. &#8226; Effectively manage communications that involve a high degree of difficulty (i.e. contentious, confidential, sensitive, or political) with very diverse, very important contacts both inside and outside of the organization. &#8226; Use discretion, persuasion, conciliation, dispute resolution, mediation or negotiation skills when dealing with complex situations. &#8226; Consult on issues, presenting complex information, explaining analysis and rationale, and making recommendations. &#8226; Exercise persuasion to obtain cooperation, consensus, or approval of action to be taken; facilitate the resolution of unusual or difficult situations. &#8226; Develop and maintain cooperative and professional relationships with City Council, City management, Federal and State regulatory agencies, suburban Greenville County cities, Greenville Housing Authority, Greater Greenville Sanitation, business partners, contractors, consultants, employees, and citizens. &#8226; At an advanced level, read, analyze, and interpret general business periodicals, professional journals, technical journals and procedures, financial reports, legal documents, and governmental regulations as well as literature, books, reviews, reports, and abstracts. &#8226; Work with advanced mathematical operations methods and functions of real and complex variables. &#8226; At an advanced level, write policies, contracts, speeches, formal presentations, and/or technical and legal documents and correspondence. &#8226; Operate general office equipment to include laptop and personal computer with Microsoft Office Suite and various job-related software programs, smart telephone, calculator, printer, copier, and scanner.
