Evaluates the performance of assigned Public Works divisions and recommends changes to improve efficiency. Reviews tentative budget figures from assigned Public Works divisions to ensure compliance with budget guidelines and Departmental objectives. Implements procedures to comply with state and federal solid waste regulations and environmental mandates as required. Negotiates changes in contracts with consulting engineers and organizations engaged in construction of solid waste facilities; reviews and approves appropriate change orders and pay estimates. Analyzes technical information and prepares reports and presentations as directed by the Director of Public Works. Reviews and approves improvement plans, specifications, and documents to ensure consistent quality design and compliance with project tasks and goals. Initiates, assigns, supervises, and approves long-range capital plans. Assistant Director - Apply here Benefits Summary Residency Incentive     Minimum Qualifications and Additional Requirements These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's degree in Civil Engineering, or a related area; four (4) years of managerial or administrative experience in planning and directing public works programs and services; and two (2) years of supervisory experience, which includes supervision of management-level personnel. Equivalent combinations of education and experience will be considered.   ADDITIONAL REQUIREMENTS:  Must possess registration as a Professional Engineer (PE) before employment; must possess registration in the State of Arkansas as a Professional Engineer (PE) within one (1) year of employment; must maintain registration for the duration of employment in this position. Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position. Must be a resident of the City of Little Rock within one hundred and eighty (180) days of employment; must maintain residency for the duration of employment in this position.
